Spano to state: Change aid formula for Yonkers schools

YONKERS - Anyone who has passed through many of the city's public schools gives the same grim report: The buildings are decrepit. Some are downright dangerous. In some cases, basements, auditoriums and storage rooms double as classrooms and computer labs.
